KBS가 수신료 인상을 추진하고 있다. 방송통신위원회 최시중 위원장이 기자들과 신년 인사 자리에서 수신료를 월 5천~6천원으로 인상할 계획이라고 밝히면서 논란이 급격히 확산되는 분위기다. 김인규 사장 역시 수신료 현실화를 언급한 바 있다. KBS는 지난해 600억~650억원의 세전이익을 낸 것으로 추산된다. 부동산 처분 이익 등을 제외한 순수한 사업이익만 해도 200억~250억원에 이른다. 그런데 갑자기 웬 수신료 인상? 그것도 두배로?
물론 우리나라의 공영방송 수신료가 선진국 대비 매우 낮은 수준이고 더 좋은 방송을 만들기 위해 필요하다면 수신료를 3천원 정도 더 내는 건 크게 어려운 일이 아니다. 진보진영 일부에서 지금 같은 정부 편향적인 KBS에 수신료를 더 낼 수 없다는 주장도 나오지만 그건 이명박 정부에 세금 못 내겠다는 말처럼 다분히 자가당착적이다. 다만 문제는 수신료를 더 받아서 그걸로 뭘 하겠다는 건지 아무런 계획도 나와 있지 않다는데 있다.
원론적이지만 KBS가 수신료 인상을 요구하려면 국민의 신뢰를 얻고 공영방송의 입지를 굳히는 게 우선돼야 한다. 광고로 운영되는 MBC와 비교해 보라. KBS는 과연 공영방송으로서 공공적 역할을 다 하고 있는가. 수신료를 높여 받는다고 해서 달라질 거라고 기대할 수 있나. 희망제작소의 박원순 변호사를 비롯해 시민사회 진영에서 수신료 납부거부 운동을 시작한 것도 이런 이유에서다.
나는 수신료 인상을 반대하지 않는다. 다만 KBS가 정치와 자본의 영향에서 자유로울 수 있도록 지배구조 개선이 전제돼야 한다고 생각한다. 노무현 전 대통령이 정연주를 임명한 것이나 이명박 대통령이 김인규를 임명한 것이나 성격은 다르지만 결국 반대 진영의 비판과 공정성 논란에서 자유로울 수 없다. 노무현 때는 공정했으니 괜찮고 지금은 공정하지 않으니 안 되겠다? 이런 논리로 국민적 합의를 끌어낼 수 있을 거라고 보나.
수신료 인상 찬반 논란은 당신이 KBS의 논조에 동의하느냐 하지 않느냐와 별개의 문제다. 올해 이익을 많이 냈으니 수신료 인상이 필요 없다는 주장도 논점을 빗겨나기는 마찬가지다. 이명박과 김인규 때문에 안 된다는 주장 역시 본질에서 벗어난다. 핵심은 결국 공영방송 바로 세우기다. 수신료 인상이 필요하다면 이를 계기로 KBS의 정치적 경제적 독립을 제도화하고 공영방송의 책임을 강화하는 좀 더 적극적이고 공세적인 투쟁이 필요하지 않을까.
그래서 나는 박 변호사 등이 수신료 논란을 "못된 짓 하는 KBS에 수신료 못 내겠다"는 방향으로 몰고 가는 것이 우려스럽다. 우리는 언제까지 제대로 된 공영방송 하나 없이 정권이 바뀔 때마다 KBS의 변절을 지켜봐야 하는가. 그나마 MBC가 나으니 MBC에 의존하면 되는 것일까. 더 늦기 전에 이명박의 KBS를 국민들의 KBS로 만들자. 수신료 거부를 넘어 KBS를 되찾는 투쟁을 해야 할 때다. 돈을 내는만큼 권리를 찾자는 이야기다.
